How to turn image into PDF on iPhone and Android
There is no app to install. To turn an image into PDF on iPhone, open this page in Safari, tap the upload area, and pick your photos from the Photos or Files app. On Android the steps are identical in Chrome. The finished PDF saves to Files or your Downloads folder, ready to attach to an email or upload to a form.
How to combine several JPEGs into one PDF
Adding twelve photos one at a time is the slow way. Add them together instead and each one becomes its own page in a single document, which is what people actually mean when they want to combine several JPEGs into one PDF or merge photos into one PDF. Twenty images fit in one file, and you can reorder them before converting.
How to turn a scanned document into a PDF
Scanners and scanning apps usually hand you loose image files rather than a document, which is no use when a portal asks for a PDF. Add every page here in reading order and you get a proper multi page document. This also works for photos of paperwork taken with a phone, which is the most common way people scan anything now.
Why convert images to PDF?
Image formats hold one picture each. As MDN sets out in its guide to image formats, each one is built for displaying a single raster image, with no concept of pages. PDF adds page order, a fixed size and predictable printing, which is why forms, portals and email attachments nearly always ask for it.
